    Because you are a woman and that’s the way women lose weight. Its a genetic propensity. It will hapen you just have to stay with your program.

    because your building your muscles with all that bike riding. you need to do some sit ups

    well seeing that you ride your bike everyday the tendency is that your lower part of the body (thighs and legs) will develop muscles (and since you said you do it eveyday) then instead of your lower part to shrink, the more it will grow because of the development of muscles caused by the bike. but im not saying not to ride anymore, you can just lessen it like just ride twice a day or so

    You don’t get to determine where the weight falls off. Genetics does. Usually the place where you gain weight first is the last place you’ll lose it from. It’s frustrating but completely normal. It could also be that you are, in fact, losing inches from your lower body, but you aren’t noticing it because you’re losing from your top too. In other words, your proportions are staying the same but you’re shrinking all over.

    Guess belly fat is the most consistent type. You have to stuck with your program for more than 6 months for it to shrink. But after that your belly won’t easily get fat (at least for years incase you stop exercise). It work out like that for me once so I know.

    Start measuring your waist, thighs, and calves. It is hard to notice those areas decreasing. I get measured once a month by my personal trainer at the gym and I am always suprised when I see the inches coming off in those areas because I can’t tell by looking in the mirror. I have been working out consistently for 3 months and can tell you that it is a slow process. Doing lunges is good for the thighs and crunches for abs. Riding a bike will also tone your thighs & calves. You may have to do some strength training as well as riding the bike. Keep it up, it takes time.
